Best Practices Exchange 2011

Making the Business Case for Archiving Geospatial Records
October 2011, Lexington, KY

Joe Sewash, from the North Carolina Center for Geographic Information & Analysis, and Glen McAninch from the Kentucky Department for Libraries and Archives led a presentation and discussion on crafting a business case for implementing a geospatial archival solution. The presentation highlighted the importance of establishing use cases, anticipating storage growth, defining a comprehensive cost model, and identifying quantifiable metrics to drive the justification and ROI determinations.

In October, 2010, the GeoMAPP team held a partners team meeting and attended the Best Practices Exchange 2010: Libraries and Archives in the Digital Era. As part of the team meeting, the team hosted Michael Jones, creator of Google Earth, and learned about the business philosophy and the potential uses of Google Earth for displaying both geospatial and non geospatial data. North Carolina and Kentucky GeoMAPP team members gave four presentations at the BPE in Albany, NY.

1. Geoarchiving 101: How to engage GIS Practitioners in the Archival Discussion
In the first session "Geoarchiving 101", Alec Bethune and Butch Lazorchak provided a primer on the key concepts of geospatial technology as it pertains to preservation while sharing lessons learned from the project about building relationships between archives and GIS practitioners and leaders.
2. Footprints in the SAN: Transferring and Archiving GIS Data
During the second session "Footprints in the SAN", Druscie Simpson and Alec Bethune described the experiences, challenges, and opportunities encountered in the ongoing efforts to determine best methods for archiving of geospatial records. They also discussed the problems and issues encountered in transferring large files and large numbers of files within the state’s network; filename standardization; “bag-it”; cataloging; and storage, preservation, and access of archived GIS records.
3. Preserving NC's Historical Footprints: Archiving NC GIS Data
The final North Carolina session "Archiving NC GIS Data", presented by Ronald Leach, William Brown and Rebecca Paden, described the experiences, challenges, and opportunities encountered while working with diverse groups responsible for preserving historically significant geospatial records. These groups include technical and subject matter experts, state and local agencies, and state governing councils.
4. Kentucky Collaborates in GeoMAPP Project: The Advantages and Challenges of Archiving in a State with a Centralized GIS
Glen McAninch from Kentucky also presented on the advantages and challenges associated with archiving in a state with a centralized GIS. During the presentation, he described the Kentucky Geo-Architecture, records retention schedules, geospatial metadata, and archival web services as access tools all within the context of a centralized GIS.

Archive Options for Geodatabases
July 11-15, 2011, San Diego, CA

Several members of the GeoMAPP team attended the 2011 ESRI International User Conference, the world’s largest GIS conference with over 15,000 attendees. In addition to attending relevant sessions and engaging directly with Esri staff to inform them about project aims and to encourage preservation benefitting product enhancements, the team also led two presentations and hosted a Data Preservation Special Interest Group (SIG). For the past three years GeoMAPP has been hosting a Data Preservation SIG at the UC and this year’s session featured some solid small group discussion about preservation related matters that each of the participants were facing. Following the SIG, Alec Bethune (NC CGIA) and Evan Hammer (MT MSL) provided a project overview presentation which highlighted recent deliverables, Montana’s integration into the partnership and techniques for getting started with a geoarchive. This well attended session was immediately followed by Jeff Essic’s (NCSU) session on preservation and convertibility challenges with geodatabases.

Dust Free Data: Developing Dynamic Geospatial Data Archives
January 19-21 2011, Washington, D.C.

Alec Bethune from N.C. CGIA and Butch Lazorchak from the Library of Congress spoke to an audience of approximately 50 at ESRI’s 2011 Federal Users Conference in Washington, D.C. on January 20th 2011. The presentation provided a project background and focused on tools recently developed by the GeoMAPP.

Several members of the project made the trek to San Diego in July to attend the world’s largest GIS conference, the ESRI International User’s conference. The conference proved to be a great venue for sharing the project’s message, engaging with diverse members of the geospatial vendor community and learning about emerging topics. Mapped Today; Zapped Tomorrow? Preserving Government Digital Geospatial Data
February 2010, Washington, DC

Butch Lazorchak from the Library of Congress, and Alec Bethune and Kelly Eubank from North Carolina presented on GeoMAPP's efforts to develop a sustainable digital archive for geospatial data. The presentation began with an overview about the Library of Congress' mission to ensure access over time to a body of digital content through the establishment of a national network of partners committed to selecting, collecting and preserving at-risk digital data. The team members from North Carolina followed by outlining the basics of "geoarchiving" and how GeoMAPP key findings, such as format awareness, metadata completeness, and descriptive naming conventions could be applied to individual agencies.

The GeoMAPP team led a web-based presentation where Brett Abrams of NARA presented a brief overview of geoarchiving at the National Archives; Matt Peters of Utah AGRC, Joe Sewash of NC CGIA, and Butch Lazorchak from the Library of Congress NDIIPP introduced the Geoarchiving Business Planning Toolkit; and the meeting concluded with Kelly Eubank of the NC State Archives and Alec Bethune from NC CGIA leading a discussion to explore the potential for ongoing collaboration of the Informational Partners following the conclusion of the GeoMAPP grant period.

Archival Processing of Geospatial Datasets
October 6, 2011

The GeoMAPP team led a web-based presentation and discussion exploring archival processing of geospatial datasets. Lisa Speaker initially provided an introduction to the overall archival processing task flow, based on the Reference Model for an Open Archival Information System (OAIS), and highlighted key considerations regarding processing geospatial datasets. The presentation also presented a model for the archival storage architecture, as well as an object-oriented approach for the underlying archival metadata information model. The introductory material was followed by a Elizabeth Perkes demonstrating the Utah State Archives’ APPX-based Archives Enterprise Manager (AXAEM) system, showing how the geospatial archival process flow and tasks can be implemented and automated with an archival management system. Kelly Eubank wrapped up leading a discussion, and presenting the plans for the final 2011 Informational Partner meeting scheduled for December 8 at 3:00-4:30 EDT. The GeoMAPP team will be sending out a survey to the Informational Partners to get input on their preferences for discussion topics for the final meeting.


Informational Partners Meeting Focus on Geospatial Appraisal

Appraisal of Geospatial Data
July 28, 2011

The GeoMAPP team led a web-based presentation and discussion exploring archival appraisal of geospatial data. The presentation provided an introduction to archival appraisal and then looked at appraisal within the context of geospatial data. The partners presented their legislative mandates for archival authority that prompts appraisal, and an overview of a suggested appraisal process that includes identifying geospatial data to be appraised, often in relation to a geospatial inventory activity, assembling a cross-organizational appraisal team, identifying appraisal criteria or questions, reviewing and assessing the materials, documenting your appraisal determinations, and documenting disposition decisions through retention schedules. The GeoMAPP Partners also described and shared insights from their appraisal experiences.

Informational Partners Meeting Focus on File Formats

May 12, 2011

Alec Bethune and Kelly Eubank led a web-based presentation and discussion exploring the Geospatial File Formats quick reference guide the GeoMAPP team is developing. The presentation provided an overview of the organization and content of the Geospatial File Formats spreadsheet, and was followed by an interactive discussion related to responses from the Partners and Informational Partners on a geospatial formats survey, and outstanding questions related to some of the file formats. Following the File Formats discussion, Lisa Speaker provided a brief overview of a late draft of the Best Practices for Geospatial Data Transfer for Digital Preservation, another tool the GeoMAPP team is developing. The meeting wrapped up with Kelly Eubank presenting the plans for the remaining 2011 Informational Partner meetings, including the date for the next Informational Partners meeting, scheduled for July 28 at 3:00-4:30 EDT. The GeoMAPP team will be sending a survey out to the Informational Partners to get input on their preferences for topics for the remaining meetings.

Storage Options
February 24, 2011

Elizabeth Perkes led a web-based presentation and discussion exploring storage options for archiving geospatial datasets. The GeoMAPP team and the Informational Partners shared their experiences with a variety of storage media, as well as discussed challenges encountered with various storage implementations. Storage topics included: SAN, Tape, Cloud Computing, NAS, Solid State Disk, Portable Hard Drives, and Flash Drives/CDs/DVDs.

GeoMAPP kicked off a new method of project engagement with the creation of an Informational Partners Program. The program is intended to share findings from the project and provide mentorship to participating states. In this web presentation, Jeff Brown, Butch Lazorchak, Alec Bethune, Mark Myers, Elizabeth Perkes and Kelly Eubank explained the role of the Informational Partnership to the new states and provided background about GeoMAPP’s findings and next steps for the project heading into 2010.

Elizabeth Perkes presented a poster and paper prepared by Perkes and Lisa Speaker, introducing geospatial metadata, and a case study demonstrating the automated extraction of geospatial metadata to populate the geospatial archival metadata record based on the Utah State Archives’ implementation of the APPX-based Archives Enterprise Manager solution. The paper is available through the IS&T Archiving 2011 Conference website.

Several members of the GeoMAPP team attended the 2011 NAGARA/CoSA Joint Annual Meeting, a joint meeting between national government records managers and state archivists. Kelly Eubank from the North Carolina State Archives, and Mark Myers and Glen McAninch from the Kentucky Department for Libraries and Archives participated in a panel session exploring issues related to archiving files with complex formats, specifically geospatial data file formats.

Review of State Government Digital Information - GIS
April 7, 2011, Austin, TX

Along with three other mulit-state NDIIPP projects (based in Washington, Arizona and Minnesota), Glen McAninch presented an updated overview of the GeoMapp project to a conference of federal, state, and local government records managers who belong to the National Association of Government Archives and Records Administrators (NAGARA). After an introduction to NDIIPP and GeoMAP, the presentation focused on what the project learned in the areas of appraisal, formats, data transfer, and metadata. It ended with on-going challenges and a list of project deliverables.

Several members of the North Carolina GeoMAPP team attended the 2011 Library of Congress-hosted NDIIPP/NDSA Partners Meeting. GeoMAPP is an National Digital Information Infrastructure and Preservation Program (NDIIPP) sponsored project, and this was the first joint meeting with the recently formed National Digital Stewardship Alliance (NDSA). The conference theme was “Make It Work”, and Lisa Speaker presented a poster and demonstration highlighting techniques the GeoMAPP team has developed to provide access to their archived geospatial datasets, as well as a demonstration of access to archived geospatial datasets through the Geospatial OneStop (geodata.gov) geographic information system portal, sponsored by the Federal Office of Management and Budget to improve access to geospatial information and data.

GeoMAPP Business Planning: Developing Materials to Get Stakeholder Buy-In
GeoMAPP: Using Metadata to Help Preserve Geospatial Content
June 2009, Washington, DC

Alec Bethune, Matt Peters, and Glen McAninch gave two presentations at the NDIIPP Partners Meeting.

The GeoMAPP team members first presented on building a business case for preserving GIS records. This included providing the results to two national surveys which focused on states archiving GIS records and the drivers for archiving, describing outreach and engagement efforts, and providing a step by step approach to business planning. The presentation ended with an overview of the Utah Geoarchives Business Plan.

In their second session, the GeoMAPP team members presented on the theme of geospatial metadata. This included a primer on the FGDC (Federal Geographic Data Committee) and ISO metadata standards, what is contained in a geospatial metadata record, and what metadata might be important to Archivists for data discovery and preservation. The presentation ended with each team member describing the three state approaches to making geospatial metadata useful.

Geospatial Multistate Archive and Preservation Partnership Metadata Comparison
June 2, 2009

Cindy Clark, Glen McAninch, and Steve Morris presented the challenges associated with metadata creation for geospatial data. Some of the challenges included obtaining the appropriate level of metadata from data producers, the need for administrative and technical metadata elements that are not accomodated by the two geospatial metadata standards, and establishing an effective metadata workflow for long-term preservation of geospatial data.

Alec Bethune, from the North Carolina Center for Geographic Information & Analysis, spoke to a large gathering of around 150 government records creators and attorneys about archival storage architecture and technologies.

Alec Bethune from N.C. CGIA and Kelly Eubank from the North Carolina State Archives delivered a presentation at the N.C. GIS Conference. The presentation provided an overview of the GeoMAPP project and key learnings identified from the investigation in archiving geospatial datasets. The conference was hosted by North Carolina's Center for Geographic Information & Analysis and The Carolina Chapter of the Urban & Regional Information Systems Association and was attended by N.C. local, state, and federal GIS practitioners and GIS students.

Kelly Eubank and Alec Bethune from the North Carolina GeoMAPP team provided project background information, an overview of Archives services, and recommendations for implementing a geoarchives program during their plenary session presentation at the 2010 NC Arc Users Group. The conference hosted and attended by NC local and state government GIS practitioners was a good venue for sharing best practice recommendations with individuals that are responsible creating and managing GIS datasets.

Mash-up - Archivists and GIS Practitioners: Capturing Earth's Footprints in a Changing World

Butch Lazorchak, Alec Bethune, Mark Myers, Elizabeth Perkes and Kelly Eubank presented on the Geospatial Multistate Archive and Preservation Partnership (GeoMAPP) initiative to develop a sustainable digital archive for geospatial data. Topics included GIS 101 (see supporting GIS Glossary) which gave an overview of GIS basics, background information on the GeoMAPP project, creating retention schedules and finding aids for geospatial data (view this video and this video in RealPlayer for a demonstration of the software), and an overview of the technical issues associated with ingesting/preserving geospatial data and possible solutions.
